The former targets just the leaders, the latter shows us, the people, our part. True reform doesn’t emanate at the top, it should proceed bottoms up.

The former blames all evils to one vice, viz, corruption; the latter shows there are evils far greater than corruption.
The former makes life look over-simplistic, all black or white; the latter realistically shows the many layers in between, the many shades of grey.
